President Andrew Johnson served during a time of bitter aversion and lawlessness after the end of the Civil warfare. He and social intercourse had long been at odds over his perceived drop of severity when it came to dealing with Southern States that had seceded from the nation. One of his biggest opponents was the Radical Thaddeus Stevens. When Johnson refused to control Secretary of War Stanton on the job, Congress immediately used Johnson's suspension of him to move for impeachment. Johnson had 11 articles of impeachment brought against him, "10 were related to Johnson's irreverence of the Tenure of Office Act and the ?command of the army' provisions of the soldiery Appropriations Act. The only other charge was a general care that Johnson had attempted to undermine Congress. An outrageous charge that Johnson had been involved in Lincoln's assassination was withdrawn at the last minute" (Johnson 5).

President Richard Nixon resigned rather than face genuine impeachment by the Senate. His impeachment trial was different than either Johnson's or President Clinton's. Nixon faced certain conviction in the Senate and resigned instead of facing certain remotion from office. Nixon's case was also different in that there was big evidence against him of the charges that he obstructed justice, abused power, and his refusal to obey subpoenas by the House. Nixon also served during a time of bitterness and division in the country.

Violence broke out across the country and the Vietnam War caused a great deal of controversy and hostility indoors Congress. Special Prosecutor Archibald Cox was hired to investigate the ill-famed Watergate break-in and his investigation unveiled many alleged crimes conducted with the react and knowledge of the White House. Many of Nixon's closest aides were labored to resign as a result of these revelations and Nixon became uncooperative with investigators and claimed "executive privilege". When the situation became contentious to an extreme, Nixon fired Cox. Nixon had little human race support on this issue and even less politically as the country erupted in an uproar. Without doubt, Nixon's actions that became public were some of the around damaging evidence ever presented against an American President, including, "After the Watergate burglars were caught, Nixon in secret pledged to give them executive clemency if they were imprisoned, and suggested that up to a million dollars be given over to them to keep them quiet. In fact, $450,000 was given to them" (Zinn 304).
